Four Chinese Citizens Are Primarily Charged With Illegal Confinement
Phnom Penh: On Thursday, the Phnom Penh Municipal Court has charged four Chinese citizens with illegal confinement as they had confined other three Chinese gamblers at the casino in Poipet city, Banteay Meanchey province.
Ly Sophana, spokesman of the Municipal Court, said on Thursday that four Chinese citizens was primarily charged with illegal confinement with aggravating circumstances according to article 254 of criminal code.
According to the military police’s Facebook page, the statement identified the alleged kidnappers as Poipet casino owners Ding Chunyaun, 55, and Zhang Janwen, 34, Hao Boshi, 45 and Zhang Xiaofei, 54.
Four Chinese citizens, including a casino owner, had a plan to recover about $1.22 million in unpaid gambling debts by kidnapping and extorting three Chinese gamblers, the statement said. The four were accused of kidnapping, illegally detaining and withholding the passports of Zhun Xiao Liang, 51, and Zhan Qian Qiang, 30.
