(Phnom Penh): Cambodia government has instructed all ministries and institutions to collect all diplomatic passports issued for advisors and assistants who are not Khmer origin and also ordered ministry of Foreign Affairs to revoke all those diplomatic, according to a government’s circular issued on January 9th and signed by Prime Minister Hun Sen.
The Circular said that the royal government has observed that some dignitaries, ministries and institutions have appointed foreign citizens as advisors and assistants. Some of them have registered as Khmer nationals and have applied for Cambodia’s diplomatic passports.
Noting no need for the use of diplomatic passports in such cases and to “prevent the improper use of diplomatic passports by mission” in accordance with sub-degree dated December 3rd 2008 on the issuance of Sub-decree on the provision and use of diplomatic passports the royal government has decided to provide additional guidance on the procedure for issuing diplomatic passports by stressing that “the Cambodian diplomatic passport must not be given for top government senior figure’s, ministries’, and institutions’ adviser or assistant who are non-Khmer national of birth except in the case of the government deemed necessary.”
Prime Minister Hun Sen also ordered that all ministries and institutions have the task of collecting diplomatic passports, which the ministries and institutions have requested to advise or assistants who are not Khmer national at birth and must handover the collected diplomatic passports to Ministry of Foreign Affairs within one-month long from the date of signatory on this circular.
“Ministry of Foreign Affairs and International Cooperation is responsible for reviewing the cancellation of diplomatic passports, which have been previously provided to persons who are not of Khmer-national origin,” the circular mentioned.
Premier Hun Sen also ordered the Ministry of Interior to combat as requested by the Ministry of Foreign Affairs over the use of those diplomatic passports for passing through the Cambodia’s border gates.
